Instead of the current adversarial interaction between conventional and renewable energy providers, these players would adopt a collaborative position, overseen by government, where conventional energy providers would agree to an orderly transition—a planned phase-out of fossil fuel use in return for a role in the emerging renewable energy market and system that would replace it.
